Thor would win theoretically. If Captain America gets the hammer then yes they both have the same power and should theoretically fight to a draw. Here’s the thing though, Thor has had his power his whole life, even if Captain America got the hammer and trained with the power of Thor for a while, Thor still has more experience with it. Even if Captain America trained with it for his whole life, his lifespan is still human or slightly prolonged human from the serum. Thor is thousands of years old. They’d have the same powers but Thor would have more experience hands down. Then there’s the issue of weaponry. Thor can grab any weapon he wants and use it, and he’d still have his powers. Captain America has to have Mjölnir specifically to be able to wield the power. Yes, Odin created stormbreaker for beta Rey bill in the comics and yes the mcu also has stormbreaker, but if continuity wasn’t completely fucked then Captain America can’t actually use it.
